Program Requirements

Subregional Planning program funds are available for planning purposes only; capital, engineering, operating and staff/equipment costs are not eligible. Eligible applicants include counties, townships, councils of government, municipal associations, the City of Chicago and the RTA Service Boards (Chicago Transit Authority, Metra and Pace).  Additionally, single municipalities may submit an application on behalf of two or more partnering municipalities. The partnering municipalities are required to submit a letter of support with the application.

Individual “not to exceed” project budgets are set by the RTA during the project selection process and in consultation with the applicant; estimated budgets are not submitted with the application. As part of the Subregional Planning partnership between the RTA and potential applicants, a local cash contribution of 20% of the total project cost is required for each project. Keep in mind that in-kind services are not valid toward the 20% local contribution for Subregional Planning. Additionally, applicants are responsible for providing 100% of any costs of the project over the not to exceed budget set for the project.
