Program Objectives

The Job Access Reverse Commute (JARC) program and the New Freedom (NF) program work together to provide financial assistance for transportation services designed to meet the needs of low-income individuals, disabled individuals and reverse commuters regardless of income.

This program is federally funded and provides financial assistance for transportation services planned, designed, and carried out to meet the transportation needs of eligible low-income individuals and reverse commuters regardless of income. The New Freedom program provides new public transportation services and public transportation alternatives beyond those required by the Americans with Disabilities Act (ADA).

The JARC/NF programs are designed to provide attractive, high-quality innovative transit choices that link people to jobs and facilitate the use of transit for other trips. These programs will:

  • Increase the amount of transit service provided
  • Use innovative approaches to serve more of the region's travel markets
  • Increase the ease of connection between different transit providers by coordinating service, fares, information and physical connections
